Steven is the end of this quest, you just need to bribe him with enough for him to risk his skin for you
Oh, and so far no1 has done the giant rat quest.

Well, got stuck too on the giant rat Spoiler: Is the bribe true? Hope that end spoiler tag will help me figure out what's wrong.
