Some early thoughts:
Opposed Checks - Instead of comparing against a specific difficulty, the highest result wins.
Should still be some chance for the lower guy to win out. Maybe add 1d10 or something to each person's skill and then compare? (or 1d[person's karma]?)
Sharpshooter Perk, Sniper pick: All ranged attacks are one difficulty.
Should this be that all ranged attacks are one difficulty easier, or that you can hit someone at extreme range as easily as you could at point blank?
Migration:
Players will have all of their perks removed. All their attributes will be set to 5, but they will have 5 points to spend on them. They will then be automatically forced to level up repeatedly until they’re back to their earned level.
So everyone would start out at level 1, but they would have enough experience (toxicity?) to get back up to whatever level they were prior to the migration...correct?
For the ones that list "Your <stuff> has a chance to do <cool thing>." is that chance based on the ability the skill is based on, or is this where karma might come into play?
More will come later, but these are the first ones that came to mind.
