At your character's levels, I'm not surprised...Try to use cover to get up to them if you can.

If you start out of their line of sight, fleeing is also an option.

They're tough, and they can kill anyone inthe game if they get a couple of good shots off.  When there are multiple ones, it gets really ugly really quickly.
